At the onset of the COVID-19 pandemic in 2020, government-mandated restrictions prohibited indoor dining. Many restaurants responded by offering home deliveries and curbside pickup. To adapt, infrastructure managers allowed time-limited curbside pickup for customers. COVID-19 is an event that has demonstrated that, while not all stakeholders have equal influence, all play a critical role in the efficient and safe distribution of goods and management at the curb.
